BRIEF OVERVIEW
The State Housing Initiatives Partnership Program (SHIP) provides funds to local governments as an incentive to create partnerships that produce and preserve affordable housing. Hernando County is an active participant in the SHIP program, and as such, receives annual funding to support affordable housing initiatives in the county.
Each SHIP jurisdiction is statutorily required to assemble the Affordable Housing Advisory Committee (AHAC) to review its earlier plans and complete an Annual Housing Incentive Strategies report that recommends affordable housing regulatory incentives. The most current Local Housing Incentive Strategies (LHIS) report, and any public comment received, must be presented to the Board of County Commissioners and submitted to Florida Housing Finance Corporation by December 30, 2025.
The LHIS report identifies the ordinances, policies, and procedures adopted by the County to support these affordable housing incentives. Acceptance of the LHIS report by the Board does not implement or endorse any recommendations of the Affordable Housing Advisory Committee. It is merely a procedural requirement to receive SHIP funding.
FINANCIAL IMPACT
There is no financial impact associated with the acceptance of the LHIS report.

RECOMMENDATION
It is recommended that the Board accept the 2025 Local Housing Incentive Strategies Report from the Affordable Housing Advisory Committee as recommended at its public hearing on November 13, 2025, and further, that the Board authorize its submittal to Florida Housing Finance Corporation.
