BRIEF OVERVIEW
The Purchasing and Contracts Department issued Invitation to Bid (ITB) No. 22-CTS001/TB on September 15, 2021, to obtain Bids for Judicial Center Renovation Project.

The Purchasing and Contracts Department placed the legal advertisement and the Invitation to Bid (ITB) on the County's electronic website on October 15, 2021, as a two-step process. Step one was to prequalify construction firms and step two was to receive bids for the construction phase. The bid was sent to seventy-nine (79) matching vendors from the website, direct solicitation to four (4) vendors. The bid document was downloaded by thirty-four (34) vendors. Two (2) submissions were received for pre-qualification. Only one firm was deemed qualified for the size and scope of the Judicial Center Renovation Project.

Manhattan Construction Company's construction bid submission was received, reviewed and Hernando County entered into negotiation, resulting in a final bid amount of $21,457,116.00. The estimate for the project was $15,000,000.00.

The Manhattan Construction Company bid was evaluated based on price, conformance with specifications, and the Bidder's ability to perform the Contract in accordance with the terms, conditions and specifications required. Bid response was found to be responsive and responsible. Staff is recommending award to Manhattan Construction Company in the amount of $21,457,116.00.

The Chief Procurement Officer has reviewed this requirement for conformance to the Procurement Ordinance and Purchasing Policies and Procedures.

FINANCIAL IMPACT
Funding to award the Contract in the amount of $21,457,116.00 will be available in Expense Account 1481-02311-5636240 Court Improvement Fund Bldgs-Judicial from the following sources: $9,000,000 of American Rescue Act Funding, $9,000,000 Debt Service, ...
