BRIEF OVERVIEW
On May 28, 2019, the Board of County Commissioners (the "BOCC") entered into an Employment Agreement (the "Employment Agreement") with Jeffrey Rogers, pursuant to which he agreed to serve as Hernando County's County Administrator until May 28, 2024.
On December 12, 2023, the BOCC directed Chairwoman Elizabeth Narverud to negotiate with Administrator Rogers for an extension of the Employment Agreement. The attached proposed "First Amendment to Employment Agreement" (the "First Amendment") is the end product of those negotiations.
If approved by the parties, the First Amendment will:

A. Extend the Employment Agreement's term by five years, so that it will run through May 28, 2029; and,

B. Set Administrator Rogers's base, annual rate of pay at $254,592.00, effective for the pay period that immediately follows the First Amendment's execution; and,

C. Authorize Administrator Rogers to travel to any events at which his attendance would benefit Hernando County; and,

D. Increase the number of accrued PTO days for which Administrator Rogers can cash-out at the end of his employment at the rate of 100% from 90 to 120.

Except for the above-listed modifications, all terms of the Employment Agreement will remain in full force and effect.

Pursuant to Fla. Stat. ? 125.73(2), the First Amendment can only become effective if it is approved "by an affirmative vote of not less than three members of the board of county commissioners."

FINANCIAL IMPACT
The financial impact would be the difference in the prior contract rate and the final amended contract rate, as presented, $44,275 increase for remainder of FY24. That amount, wage & fringe, would be the added cost; however, there is also a cost associated with the loss of leadership.
