Annual Review and Approval of the List of Priority Projects (LOPP) for FY2026-FY2030

body
BRIEF OVERVIEW
Pursuant to Section 339.175(8), Florida Statutes, Florida MPOs are required to annually develop and submit a list of priority projects to FDOT. The List of Priority Projects (LOPP) is developed based upon the following:

* the approved Long-Range Transportation Plan (2050 LRTP for Hernando/Citrus)
* the Strategic Intermodal System Plan
* the Transportation Regional Incentive Program (TRIP)
* transportation management systems, and
* the MPO's public involvement procedures.

The Hernando/Citrus MPO's LOPP contains Major Improvement/Congestion Management Projects and Transportation Alternative Projects. Changes from the prior year's LOPP are reflected in the attached draft and shown in redline/strikethrough text. Changes include:

* adding Barclay Avenue Phase I and Phase II & III (adding two lanes) as number 8 on the Major Improvement & Congestion Management List,
* removing current number 15 (Croft Avenue in Citrus County) from the LOPP at this time,
* adding to the "In Production" list number 9 (US 98/US41/SR 700/SR50A) intersection improvements from North Broad Street to East of Jefferson Street (Hernando County),
* reflection of the application being submitted for the N Independence Hwy-PS/Sidewalk from E Gulf to Lake Hwy (SR44) to N Florida Avenue (US41), and
* reflection of the Good Neighbor Trail Gap Connector from SR 50/Cortez Blvd. to the Good Neighbor Trail being deleted as the project was completed on June 21, 2024.

The MPO received and incorporated comments from the Florida Department of Transportation on the draft LOPP.

The MPO Board's Committees (Technical Advisory Committee, Citizen's Advisory Committee, and the Bicycle/Pedestrian Advisory Committee) will have conducted their meetings on April 24, 2025. Comments received from the committees will be provided to the MPO Board at the May 1, 2025, meeting.
