Statewide Logistics Center Water and Sewer Services and Infrastructure Improvements Agreement With One Hernando, LLC, for Development of Industrial Park

BRIEF OVERVIEW
One Hernando, LLC (Developer) is planning to develop an industrial park within Hernando County known as the Statewide Logistics Center. The project will consist of approximately 2.4 million square feet of industrial space when completed. The Developer desires to commence construction of certain improvements associated with the project, including a wastewater lift station and the Cyril Drive Bypass Project.
Per the agreement, the developer will construct the wastewater lift station and the Cyril Drive Bypass Project improvements and be reimbursed by the County as follows:
* Wastewater lift station and sewer force main (not to exceed $624,281.70). These sewer improvements are necessary to serve the development.
* Cyril Drive Bypass Project (not to exceed $1,957,253). This project will provide a secondary transportation access to Cyril Drive which is prone to flooding from the Withlacoochee River.
* The County will reimburse permit fees associated with these projects.
Per the agreement, Hernando County Water and Sewer District (HCUD) will also provide the Developer with water and sewer services for the project based on the stipulations in the agreement.
FINANCIAL IMPACT
Funding for the Cyril Drive Bypass Project road construction as outlined in attached agreement will impact the Constitutional Gas Tax Fund Account No. 1013-03211-5616306 in amount up to $1,957,253.00 and would require reprioritizing proposed capital improvement projects due to funding constraints.
Funding for the project lift station as outlined in agreement will be funded by the Hernando County Economic Development Incentive Fund, Budget Res DED-IND DEV Account No. 0011-01551-5909985 in an amount not to exceed $624,281.70.
