BRIEF OVERVIEW
Hernando and Pasco Counties currently participate in an interlocal agreement for the establishment of the Pasco Hernando Workforce Board d/b/a CareerSource Pasco Hernando. The Workforce Board governs the designated Local Workforce Development Area, consisting of both counties, as well as the oversight of federal funds granted for job training programs and employment resources, and the implementation of federal and state policies at the local level.

In order to comply with certain statutes, policies, and expectations of the Florida Department of Economic Opportunity (FLDEO), the Board of Directors of the Pasco Hernando Workforce Board voted to recommend certain modifications to the Interlocal Agreement. The Workforce Board seeks direction on the following issues:

1. Designation of a singular Chief Elected Local Official. The prior agreement provided for Chief Elected Local Officials (CLEOs); however, pursuant to DEO guidance, there should be one designated CLEO at any one point in time. While the agreement provides for the designation of a CLEO, and for alternating appointments, it does not address how the CLEO will collaborate with or confer with the other county government. The Board of Directors of Pasco Hernando Workforce Board is looking for guidance from the respective counties on how that is to function.

2. The prior version did not provide for removal of board members, the executive director of the local board, etc., by the chief elected official. The attached amended and restated interlocal agreement incorporates the language of the statute; however, how the two jurisdictions wish to address removal is an issue that would have to be clarified given the change from Chief Elected Officials to Chief Elected Official.
