Discussion Regarding Proposed Interlocal Agreement With Hernando County Sheriff Concerning License Plate Reader Technology

BRIEF OVERVIEW
Commission Brian Hawkins reported at the February 10, 2026, Board meeting that he has been working with the County Attorney’s Office to prepare an interlocal agreement between the Hernando County Sheriff’s Office and Hernando County addressing License Plate Reader (LPR) technology. The draft Interlocal Agreement has been completed and is attached to this item.
The purpose of this Agreement is to allow the responsible use of License Plate Reader systems for public safety while recognizing the Sheriff’s role as an independently elected official with authority over law enforcement operations; to establish a clear permitting and accountability framework; to ensure careful handling, storage, and sharing of License Plate Reader data; and to make certain that the use of this technology follows the Constitution and all applicable laws.
If the consensus of the Board is to move forward with this Interlocal, the County Attorney’s Office will make any changes as directed by the Board and schedule it for possible approval at a future public meeting.
