Sunrise Combined-Planned Development Project Water and Sewer Service Agreement Between Hernando County Water and Sewer District and Hawk Sunrise, LLC, and Associated Budget Amendment

BRIEF OVERVIEW
On September 12, 2023, the Board approved the developer's agreement with the Sunrise development, which is generally located between I-75 and Kettering Road just south of State Road 50. The proposed development generally consists of 4,200 Single Family Units, 600 Multi-Family Units, 75 Motel Units, 325,000 square feet of Retail/Commercial uses, 50,000 square feet of Office uses, 40,000 square feet of Mini-Warehouse Use, Recreational Amenities and Residential Ancillary Uses, and Public or Semi Public Uses.
As part of the requirements of the developer's agreement, attached for consideration is a water and sewer agreement which details the requirements and obligations for the water and sewer infrastructure upgrades and extensions required for the development.
Also included in the water and sewer agreement is oversizing and extending services beyond what was required in the original Developers Agreement. These include oversizing a 12" water main to a 16" water main, oversizing a 12" sewer force main to a 16" force main, and installing a 16" force main crossing under I-75 (via directional drilling). Oversizing these utilities are not required for the Sunrise development but will support the future growth of the County.

Fund: 4133 - HCUD Connection Fee-Sewer, Department: 07215 - HCUD Connection Fee-Sewer, Account: 5626322 - Improv-Sewer Line Upgrade in the amount of $977,595.22
