State Financial Assistance Recipient Agreement With Department of Agriculture and Consumer Services and Hernando County Mosquito Control Pertaining to FY 2023-24 Funding for Mosquito Control Operations

BRIEF OVERVIEW
To receive State appropriated funds for arthropod control in Hernando County, the Florida Department of Agriculture and Consumer Services (FDACS) requires a contract agreement with each county making the request for State aid. This contract agreement spells out the statutory requirements for compliance when receiving state funded aid, as well as the various forms that are required to report the use of state and local funds.
The Mosquito Control Department has been receiving state aid for many years and has again requested State funds for the FY 2023-24 budget. According to the contract agreement, it requires execution by the Board and must be signed and returned to the State. Staff is requesting Board approval for the Chairperson to execute the attached agreement for FY 2023-24.
FINANCIAL IMPACT
The budget requested and approved for Mosquito Control in the adopted FY 23-24 budget is a combined $1,473,946.67, $1,291,690.00 budgeted in 1171 Mosquito Control Local fund, which is funded with an interfund transfer from the General Fund and $182,256.67 in Fund 1181 - State Mosquito Control, which includes state aid of $61,116.67 and $121,140.00 in carryover and interest.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on the attached FY 2023-24 State Financial Assistance Recipient Agreement with the Florida Department of Agriculture and Consumer Services in order to receive State appropriated arthropod control funding for the new fiscal year.
