Installation of Additional Street Lights Within Spring Hill Street Lighting Municipal Service Benefit Unit

BRIEF OVERVIEW
In accordance with Board of County Commissioners Policy 16-1 relative to Municipal Service Benefit Units (MSBUs), requests for twenty-one (21) streetlights were received from residents within the Spring Hill Street Lighting MSBU. The proposed streetlights are to be placed between intersections, at cul-de-sacs, or on curves to supplement the existing street lighting system. All twenty-one (21) streetlights requested will be installed on existing poles. There are currently 4,400 streetlights currently paid for by the MSBU; these additions will bring the total to 4,421 streetlights.
The rental cost for the twenty-one (21) type 205 LED Cobra 100W streetlights is approximately $10.24/month each, impacting the fiscal year budget approximately $215.00/month ($2,580.00 annually). The budget includes funding to install and operate 60 additional lights each year, of which twelve (12) additions have been added to date. The Withlacoochee River Electric Cooperative (WREC) has reviewed and approved the requested street lighting locations and has submitted the attached contract for the Board approval.
FINANCIAL IMPACT
Funding to operate the additional twenty-one (21) streetlights for FY2023 is available in Expense Account 7041-09041-5304301 ($2,580.00) Spring Hill Lighting MSBU - Utility Service/Elec/Wtr/Swr.
LEGAL NOTE
The Board has the authority to add streetlights to existing MSBUs in accordance with the Board Policy 16-1 and Section 197.3632, Florida Statutes.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached Authorization and Approval for Area Light Additions and/or Removal contracts from WREC. Approval of the contract will authorize the operational costs of the additional street lighting to be paid by the Spring Hill Street Lighting MSBU.
