Public Transportation Agency Safety Plan for TheBus

BRIEF OVERVIEW
On January 26, 2019, Hernando County Transit adopted the annual Safety and Security Certification with changes. The Federal Transit Administration (FTA) requires all public transportation systems receiving federal funds develop the system and safety plan in accordance with Final Rule 49 CFR Part 673 and certify the following:
1. The Agency has adopted a Public Transportation Agency Safety Plan (PTASP) and a Security Program Plan (SPP) pursuant to the standards set forth in Pule 14-90, Florida Administrative Code.
2. The Agency follows its adopted PTASP and SPP.
3. The Agency has performed an annual safety inspection on all operational transit vehicles in accordance with Rule 14-90, Florida Administrative Code.
4. The Agency has updated the PTASP and reviewed its SPP to ensure they are up to date.
The Transit Division developed a Public Transportation Agency Safety Plan (PTASP) for Hernando County and TheBus. The Plan covers administrative activities, operations, and vehicle maintenance activities, and must be updated and certified by the transit agency annually. The contracted operator, RATPDev, has certified a Safety Management Systems (SMS) Plan in accordance with the requirements.
The Transit Division has updated the attached PTASP document that fulfills FTA requirements and is requesting Board approval of the annual update.

RECOMMENDATION
It is recommended that the Board approve the annual update of the Public Transportation Agency Safety Plan (PTASP), authorize the Chairman’s signature thereon, and authorize Darlene Lollie, Transit Administrator as the Accountable Executive empowered to sign the plan.
