Amended Local Housing Assistance Plan for Use in State Housing Initiatives Partnership Program and Associated Resolution

BRIEF OVERVIEW
The Local Housing Assistance Plan (LHAP) serves as the strategic planning document for the State Housing Initiatives Partnership (SHIP) program and outlines a variety of housing related activities eligible for grant funding. The Housing & Supportive Services Department has prepared an amendment to the LHAP in order to add a new strategy, Mandatory Septic to Sewer Connection. Financial assistance may be provided to extremely low, very low and low-income households to offset the costs necessary to connect eligible households to Hernando County’s central collection system when converting an existing septic system within the mandatory septic to sewer program. Exhibits D and E are included for the amendment process, no changes are required to the original Exhibits A-C and they will remain the same.
SHIP Rule 67-37 requires that amendments to an approved LHAP must be adopted by resolution and that Hernando County must provide a copy to Florida Housing Finance Corporation within 21 days after adoption.
FINANCIAL IMPACT
There is no additional funding associated with this amendment.

The Board is authorized to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended that the Board approve the FY 2023-26 Local Housing Assistance Plan by adopting the attached resolution and authorizing the Chairman’s signature on the Certification to Florida Housing Finance Corporation document.
