Ratification of Grant Application to U.S. Department of Agriculture for Composting and Food Waste Reduction Grant Program for Proposed Think Outside the Can: Consider Compost Pilot Project

BRIEF OVERVIEW
Hernando County is applying for the U.S. Department of Agriculture’s Composting and Food Waste Reduction Pilot Program (CFWR) Grant. The grant would support 75% of costs associated with contractual services and equipment purchases towards the establishment of the County’s planned capital improvement project for a compost facility at the landfill. Grant Policy 15-01 provides an allowance for the County Administrator to approve submittal of grant applications when time constraints exist. Due to time constraints, this grant application was submitted on September 1, 2022, with the approval of the County Administrator. In accordance with Grant Policy 15-01 the grant application is being brought to the Board for ratification of the grant application.
FINANCIAL IMPACT
None at this time. If this project is awarded, the County will receive up to 75% or $299,965 towards a total of $400,882 in contractual services and equipment purchases to support the County’s planned capital improvement project for a compost facility at the landfill.

The Board has the authority to take action on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended that the Board ratify the application for USDA’s CFWR grant for contractual services and equipment purchases in support of the planned capital improvement for a compost facility at the landfill.
