Resolution Ratifying Declaration of Drought Emergency and Implementing Ordinance No. 2025-02

body
BRIEF OVERVIEW
With the ongoing lack of precipitation and increasing temperatures, Hernando County Fire Rescue and Emergency Services (HCFR) has recognized a spike in the number of brushfires. From January 1, 2025, through the authorization of this recommendation, HCFR has responded to 184 brush and unauthorized fires of many sizes and intensities.

The Keetch-Byram Drought Index (KBDI) for Hernando County is 559 (Moderate/High) as of April 26, 2025, which is a 7-point increase over the prior day's reading with the Florida Fire Service. The County is on track to reach severe drought/fire conditions. The highest rating on the scale is 800 (desert-like conditions).

Conversations with other area fire departments have yielded the following information:

? Pasco County Burn ban
? Citrus County Burn ban
? Sumter County Burn ban

The Florida Department of Agriculture is forecasting above-average temperatures as we continue through the driest months (April/May). Exceptions to the burn ban may be granted by the Florida Forest Service after a request for such exception is submitted by the individual concerned and an onsite inspection is made and is determined by the Florida Forest Service representative that such burning can be safely accomplished.

HCFR released to the media a burn ban notification on April 27th for the implementation of a County-Wide Burn Ban, in accordance with Hernando County Ordinance, which applies to all unincorporated areas of Hernando County. The burn ban will be reviewed at each BOCC meeting until rescinded.
