Petroleum Restoration Program Site Access Agreement to State Department of Environmental Protection for Hernando County Government Center Located at 20 North Main Street

BRIEF OVERVIEW
A discharge of petroleum product at the Hernando County Government Center located at 20 North Main Street, Brooksville, Florida, was discovered and reported to the Florida Department of Environmental Protection (FDEP) on January 12, 2023, and is eligible for state funding assistance under the Petroleum Restoration Program (PRP) through the Abandoned Tank Restoration Program (ATRP). Under the ATRP, the State directly manages and pays for the site assessment and remediation. On average, assessment and remediation cost per discharge is about $300,000.00 or more.
As a result, the attached Site Access Agreement is required before the property can be assessed or remediated by FDEP and its contractors. The agreement must be signed, and the County must provide site access to the property within 30 days or lose eligibility from the State-funded Petroleum Restoration Program.
FINANCIAL IMPACT
There is no financial impact to Hernando County nor financial transaction between Hernando County and FDEP associated with this agreement.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairman’s signature on the attached Petroleum Restoration Program Site Access Agreement and Exhibit B-Additional Requirements, to the Florida Department of Environmental Protection for the Hernando County Property located at 20 North Main Street, Brooksville, Florida.
