BRIEF OVERVIEW
The Department of Public Works has received complaints about a semi-truck/tractor trailer parking within the Right-of-Way (ROW) on Blackbird Avenue between Cortez Boulevard/SR50 to Noddy Tern Road. The parking of the vehicle within the ROW has not only damaged the existing sod and caused ruts within the ROW, but it has also caused additional damage to existing water lines and fiber optic cable which required repairs. It has also created and is causing a severe sight obstruction for motorists when entering and leaving the West Side Library’s driveway.
Staff is recommending the establishment of No Parking within the ROW zone along Blackbird Avenue from Cortez Boulevard/SR50 to Noddy Tern Road at any time; approve the placement of signs prohibiting parking on both sides of Blackbird Avenue at all times; and provide for the enforcement and associated penalties for those found violating the restriction.
FINANCIAL IMPACT
Funding for materials and installation of ‘No Parking’ sign is estimated at $730.00 and budgeted within the following Transportation Trust Fund and Local Option Gas Tax 1-6 Fund accounts:

RECOMMENDATION
It is recommended that the Board adopt the attached resolution authorizing the creation of the restricted zone, posting of No Parking on Right of Way signs on both sides of Blackbird Avenue from Cortez Boulevard/SR50 to Noddy Tern Road at all times, and provide for the enforcement and associated penalties for this violating the restriction.
