Amendment No. 2 to Professional Services Agreement With Quorum Services for Residential Plan Review Support Services for Building Department

BRIEF OVERVIEW
On October 3, 2022, the County entered into an agreement with Quorum Services to provide residential plan review support services for the Building Division. On March 3, 2023, Amendment Number One (1), adding support services, was approved by the Chief Procurement Officer (CPO).
The Building Division began using Quorum Services in March of 2021 due to an extremely large intake of building permits submitted due to growth of the County. In response to the increase in permit activity, the Building Division and other departments have worked to provide solutions to reduce the amount of time for residential and commercial reviews. Quorum Services has helped tremendously in the review process and turn-around time of permits.
On July 1, 2021, the State of Florida passed a new bill (HB 1059) which took effect on October 1, 2021, putting time constraints on single-family permit issuance before fees are reduced. Quorum Services was included as part of the overall strategy to achieve the requirements set forth in the new legislation.
On February 8, 2022, the Building Division requested the Board to approve new Professional Service Agreement 22-PS0080 between Quorum Services and the Hernando County Building Division.
On October 3, 2022, the Building Division requested new Professional Services Agreement 23-PS0004 between Quorum Services and the Hernando County Building Division. This request was for a contract under the advertised bidding requirement of $35,000 and this request was approved, and the current contract was executed.
