BRIEF OVERVIEW
At the Board of County Commissioner meeting on October 11, 2022, staff was directed to examine the intersection of Ayer/Culbreath/Hayman Roads to make a recommendation as to the potential interim regulatory changes which could be installed at the intersection while undergoing design for future improvements.

On Wednesday, November 19, 2022, the Public Works Director/County Engineer and the Assistant County Engineer did an inspection of all four (4) approaches to the intersection. The inspection revealed that there are no major sight distance issues (a tree limb does need to be trimmed back) at the intersection which is appropriately signed.

Staff has also reviewed the accident history for this intersection from January 2019 to October 2022. This analysis indicated, in the opinion of the Public Works Director/County Engineer, that the intersection is signed and marked correctly for the current traffic flows. A diagram of the existing signage is included with as part of this agenda item. It may be that the amount of signage is causing a distraction to the drivers.

One option would be to install flashing stop signs for the existing stop signs on Ayers Road/Hayman Road.

Another option would be to establish this as an all-way stop. This would require the Board to approve a resolution establishing the all-way stop and would also require an enhanced law enforcement presence during the initial time frame until drivers are comfortable with the new regulatory situation. Should this option be chosen, staff would also recommend extending the no passing zones on all four (4) legs of the intersection to at least 1,000 feet from the intersection.
