BRIEF OVERVIEW
Hernando County Staff, Hernando County School Board staff, along with representatives of Duke Energy and Somerset Bay Community Development District have been working together on the realignment of Explorer Boulevard to better serve the residents of Hernando County and provide additional queueing and bus parking for Explorer K-8 School. The attached Transfer Agreement with the Hernando County School Board and its Exhibit C, an Encroachment Agreement with Duke Energy Florida, LLC, help accomplish that.
Ultimately, Explorer Boulevard will become a County Collector Roadway and extend to the south as part of the Somerset Bay development to form the roadway network in this area. These roadway improvements will be constructed by Somerset Bay. Attached is the most recent copy of the Master Plan for the Somerset Bay.

The Board has authority to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
If the Board determines that the acquiring the right-of-way for Explorer Boulevard serves the best interests of Hernando County, it is requested that the Board approve and authorize the Chairman’s signature on the attached (1) Encroachment Agreement and (2) Transfer Agreement as well as authorize the County Attorney’s Office to prepare or have prepared the necessary documents to finalize the transaction and execute same on the Board’s behalf including, but limited to, the acceptance of a deed of dedication.
