body
BRIEF OVERVIEW
At the request of the Board of County Commissioners, staff conducted an analysis of outstanding County debt and options to improve collection efforts. Based on that analysis, staff is recommending adoption of an ordinance establishing a process for the collection of delinquent debts owed to Hernando County.
The ordinance authorizes the Clerk of the Circuit Court and Comptroller to attempt collection of eligible delinquent County debts, establish payment plans, and refer eligible debts to a collection agency or private attorney for collection. The ordinance also provides for the assessment of authorized collection fees and costs.
The analysis identified approximately $4.2 million in outstanding Special Master liens and Animal Services obligations that may present opportunities for improved collection. The amount actually eligible or feasible for collection may be substantially less based on the age and nature of the debt, applicable legal requirements, and collection practices.
Existing collection methods for utilities and public nuisance abatements are performing well and are not intended to be replaced by this program.
The required public notice was published on October 14, 2026.
