BRIEF OVERVIEW
The Florida Division of Emergency Management (FDEM) has approved Hernando County's application for Public Assistance for Hurricane Milton (DR-4834). This agreement will allow Hernando County to recover expenses incurred to prepare for, respond to, and recover from the impacts of Hurricane Milton. The period of performance for Categories A and B (Emergency Work) is October 5, 2024, to April 11, 2025. The period of performance for Categories C through G (Permanent Work) is October 5, 2024, to April 11, 2026.

On January 6, 2025, Hernando County Emergency Management submitted an expedited project for Category A (Debris Removal) expenses captured as of December 31, 2024. Expedited projects are allowed by the Federal Emergency Management Agency (FEMA) to pay out funds to subrecipients who need immediate funding. Subrecipients are able to submit high-level estimated costs initially to FEMA and receive up to 50% of the estimated costs upfront.

The execution of the Federally Funded Subaward and Grant Agreement with the State Division of Emergency Management for Disaster Assistance Expenses Resulting from Hurricane Milton is required to trigger payment of the expedited project.

FINANCIAL IMPACT
The 100% Federal cost share period for Category A (Debris Removal) is October 14, 2024, to February 10, 2025; Category B (Emergency Protective Measures) is October 5, 2024, to February 1, 2025. The cost share for expenses incurred thereafter will have a 75% Federal, 25% Local cost share. This reimbursement will increase revenue across multiple funds.

The estimated costs submitted under the Category A (Debris Removal) expedited project total $14,386,777.60. The 50% advance payment request is $7,193,388.80, which will be released...
