Ordinance Regarding Community Redevelopment Trust Funds; Creating Unincorporated South Brooksville Community Redevelopment Trust Fund

BRIEF OVERVIEW
On December 23, 2023, Hernando County Board of County Commissioners adopted a resolution establishing a finding of necessity as set forth in Section 163.355, Florida Statutes that the unincorporated areas of South Brooksville meet the requirements of a blighted area per Section 163.34, Florida Statutes, and that, pursuant to the same statute, it is in the interest of the public health, safety, morals, or welfare of the residents, that the area be designated for redevelopment.
The next step was the development of a master plan to be adopted by governing municipalities Hernando County and City of Brooksville. The South Brooksville Steering Committee was tasked with developing the scope of service for the required master plan, as well as providing guidance and assistance to the consultant developing the plan. The consultant, Inspire Placemaking Collective, provided the Community Redevelopment Plan, and it was subsequently presented to the Steering Committee and approved on February 5, 2026. Furthermore, the Community Redevelopment Plan is recommended by the Planning and Zoning Commission as being consistent with the County Comprehensive Plan.
Because non-charter counties such as Hernando County cannot have multiple community redevelopment agencies, the Board is being asked to adopt a resolution on this meeting agenda (item no. 17177) renaming the existing Kass Circle Community Redevelopment Agency to the Hernando County Community Redevelopment Agency, approving the Unincorporated South Brooksville Redevelopment Plan, and combining the Unincorporated South Brooksville Community Redevelopment Area (CRA) along with the Kass Circle CRA into the Hernando County CRA.
