BRIEF OVERVIEW
The Procurement Department issued Request for Proposals (RFP) No. 26-RFP01188/AP on December 17, 2025, at the request of the Hernando County Solid Waste Department for a Leachate Treatment System. The RFP was seeking proposals from qualified firms to supply, operate, and maintain a leachate treatment system on County-owned landfill property located at 14450 Landfill Road, Brooksville, FL 34614.
The Procurement Department placed the legal advertisement in the Hernando Sun on December 19, 2025, and the OpenGov website on December 17, 2025. The solicitation was sent to three thousand nine hundred twenty-seven (3,927) matching vendor/contractors from the website. The solicitation document was downloaded by fifty-four (54) vendor/contractors and one (1) submission was received.
The Procurement Department reviewed and evaluated the submission to determine if submission was responsive and responsible. The Procurement Selection Committee (PSC) met on May 1st, 2026, to evaluate the proposal. The committee included Scott Harper, Solid Waste Services Manager, Liana Teague, Outreach & Compliance Supervisor and Landis Legg, Water/Wastewater Plants Supervisor. The PSC consensus scoring evaluation resulted in the following scores:

Staff entered into negotiations with the top-ranked firm and successfully completed contract negotiations on June 10, 2026.
A Notice of Intent to Award the contract to Sustainable Landfill Solutions LLC dated May 11, 2026, was posted to the OpenGov website. The award is for an initial term of sixty (60) months with two (2), twelve (12) month unilateral renewals. No challenges to the Notice of Intent to Award were received.
