BRIEF OVERVIEW
The purpose of the environmental review process is to analyze the effects that a proposed project will have on the people and the natural environment within a designated area and the effect the material and social environment may have on a project.

Grantees who receive Department of Housing and Urban Development (HUD) funds are considered responsible entities and must complete an environmental review of all project activities prior to obligating funds.

In order to fulfil its obligation under 24 CFR Part 58, Hernando County is designating the County Administrator to serve as the Certifying Officer; to ensure compliance with the National Environmental Policy Act (NEPA) and the federal laws and authorities cited at section 58.5 has been achieved. The certifying officer must have the authority to assume legal responsibility for certifying that all environmental requests have been met.

Hernando County also recognizes the Director of Housing and Supportive Services or their designee as the Environmental Officer responsible for conducting the environmental review including such tasks as writing the project narrative, obtaining maps of the project area, soliciting comments from appropriate local, state and federal agencies and facilitating responses to comments received on the environmental findings.

The Board has authority to act on this matter pursuant to Chapter 125, Florida Statutes.
