2025 Local Mitigation Strategy Plan and Associated Resolution

BRIEF OVERVIEW
Rule 44 CFR 201.6 and the Florida Administrative Code requires Hernando County to establish a Local Mitigation Strategy (LMS) Working Group, to develop and maintain an LMS Plan and update the plan on a recurring five-year cycle. The attached 2025 LMS Plan was updated by Hernando County Emergency Management in coordination with the Tampa Bay Regional Planning Council and the LMS Working Group, which is comprised of representatives from various agencies of county government, local municipalities, civic and private organizations, and citizens of Hernando County.
Under the Program Administration by States (PAS), the Plan has been reviewed and approved by the Florida Division of Emergency Management and determined to be in compliance with federal standards contained in 44 CFR 201/5(b)-(d). Upon submittal of final adoption resolution documents, the State will submit the Plan to FEMA for review and final approval, at which time a formal approval letter will be issued.
In accordance with the requirement for all participating municipalities to adopt the plan, the Plan and resolution will be presented to the Brooksville City Council for adoption.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairman’s signature on the attached resolution adopting the 2025 Hernando County Local Mitigation Strategy Plan.
