Federal Subrecipient Agreement With Hernando County School Board for American Rescue Plan Act (ARPA) Funding for Eastside Elementary Cafeteria Improvement Project

BRIEF OVERVIEW
Hernando County received a total of $37,666,688.00 in American Resue Plan Act (ARPA) funding.
The County obligated a total of $2,957,496.00 in ARPA funding for Disaster Relief.
At the October 22, 2025, BOCC meeting, the Board approved $1,227,670.00 in ARPA/Disaster Relief funding to be used to reimburse the Hernando Count School Board for upgrades made to the Eastside Elementary Cafeteria for the purpose of hardening the structure to be used as a hurricane shelter.
The attached subrecipient agreement no. 454H-HCSB is for the use of those funds and was approved at the August 11, 2026, Hernando County School Board meeting.
The Subrecipient Agreement commits the County to reimburse the School Board for the obligated funds only if the School Board submits to the County its completed Reimbursement Request (Exhibit “D”) and supporting documentation in sufficient time to allow the County to process the request and pay it by December 31, 2026. See Article 10, paragraph A of the Agreement; and 31 CFR Part 35.

RECOMMENDATION
It is recommended that the Board approve the attached subrecipient agreement with the Hernando County School Board and authorize the Chairman’s signature thereon.
