BRIEF OVERVIEW
The State Fiscal Year 2026 begins July 1, 2025, which is the second year of the biennial Unified Planning Work Program (UPWP) for FY2025-FY2026. It is customary at this time of year for Metropolitan Planning Organizations to amend the UPWP for funding and program changes.

The Florida Department of Transportation (FDOT) is allocating the remaining funding of
$659,798 from close-out of the PL Contract #G2774 from FY2023-FY2024. Revision 2 to the UPWP FY2025-FY2026 will require the PL Contract #G2V07 be amended to increase it by $659,798 from $1,403,057 to $2,062,855 which is accomplished by adoption of the associated Resolution 2025-2.

Pursuant to the adoption of the 2050 Long Range Transportation Plan, the additional funding is proposed to be utilized primarily for staff salaries and consultant services to conduct a Level of Service Evaluation for Hernando County, traffic counts for Hernando and Citrus counties, updating the Congestion Management Process, updating the Complete Streets Policy & Implementation Plan, updates of the Performance Measures, preparing the Transportation Improvement Plan, funds for grant applications and corridor studies that will assist in securing future financial support of roadway improvements, Transportation Disadvantaged program administration, development of a new two-year UPWP for FY2027 - FY2028 and assistance with federal and state required MPO programs.

Revision 2 also reflects the awarded and updated estimates in funding from the Florida Commission for the Transportation Disadvantaged (TD). The Florida Commission for Transportation Disadvantaged estimates for FY 2026 are $26,447 (Citrus County) and $27,440 (Hernando County).
