Award of Contract to Goodwin Bros. Constructions, Inc., for State Road 50 and Cortez Oaks Intersection Improvement Project and Associated Budget Amendment

BRIEF OVERVIEW
In August of 2021, the Commission entered a three (3) party agreement for the relocation of the traffic signal on Cortez Boulevard to the new entrance of the Cortez Oaks Project. The three-party agreement was between HCA Health Services of Florida, Inc. (Oak Hill Hospital), Hernando Healthcare Properties, LLC (HHCP) and Hernando County. The agreement allowed for the three parties to work cooperatively for the signal relocation and associated intersection improvements. HCCP oversees obtaining bids for the project. While this project is not a Public-Private Partnership as envisioned by Florida Statutes, this is the spirit of the project.
Due to various supply chain issues, general uncertainty over prices, and workloads of existing contractors, HCCP basically solicited bids for the project. The original agreement provided that the process should generally comply with the Hernando County bid process. Due to the previous mentioned outside forces impacting this project, the County did not have staff present when the bids were opened nor was the project advertised in a paper. However, in the spirit of the original agreement, staff is requesting that these issues be waived, and the bid be awarded to Goodwin Bros. Construction, Inc., in the amount of $2,362,786.88, whom has been determined to be the most reasonable and responsive bidder.
FINANCIAL IMPACT
Funding for the SR50 at Cortez Oaks Signal Relocation Project #111889 in amount of $2,362,786.88 is available in following account with approval of attached budget amendment realigning funding from Reserves.
