BRIEF OVERVIEW
The Procurement Department issued Request for Proposals (RFP) No. 24-RFP00847/AP on July 24, 2024, at the request of the Hernando County Parks & Recreation Department for an Automated Parking Management Solution for Hernando County Parks.

The Procurement Department placed the legal advertisement in the Hernando Sun on July 19, 2024, and the OpenGov website on July 24, 2024. The solicitation was sent to three thousand three hundred twenty-eight (3,328) matching vendor/contractors from the website. The solicitation document was downloaded by forty-three (43) vendor/contractors and six (6) submissions were received.

The Procurement Department reviewed and evaluated submissions to determine if submissions were responsive and responsible.

The Procurement Selection Committee (PSC) met on October 2, 2024, to evaluate the proposals. The committee included Chris Linsbeck, Community Services Director; Rob Talmage, Parks & Recreation Administrator, and Gordon Onderdonk, P.E., Director of Utilities.

The PSC consensus scoring evaluation resulted in the following scores:

Staff entered into negotiations with the top-ranked firm and successfully completed contract negotiations on May 9, 2025.

As a result, ParkMobile will collect from park patrons as follows:

Park Rate + Sales Tax of 6.5% + $0.35 Flat Fee per Transaction (Total Parking Transaction)

ParkMobile would calculate charges to the County as follows:

(Park Rate x 3%) + $0.20 flat rate (Total Transaction Charge)
