BRIEF OVERVIEW

The City of Brooksville’s wastewater treatment capabilities do not have the current capacity to serve the proposed developments inside their service area. Therefore, the City of Brooksville has requested the Hernando County Water & Sewer District (District) provide wholesale wastewater service for a portion of their utility service area. The bulk service would be on an interim basis (10 years) to provide time for the City to expand its wastewater treatment facility.

 

Attached for consideration is an interlocal wastewater agreement with terms to provide bulk service to the City of Brooksville.  The City of Brooksville would pay the District’s existing commercial class rate until such time as a wholesale wastewater user rate is established.  Additionally, in lieu of a connection or impact fee, the City of Brooksville would pay a supplemental volumetric charge in the amount of $5.66 per 1,000 gallons of wastewater metered that would be subject to automatic adjustment annually predicated on the application of the price index for water and wastewater as approved by the Florida Public Service Commission.

 

FINANCIAL IMPACT

No financial impact at this time.

RECOMMENDATION

It is recommended that the Board hear this item and provide guidance based on the information presented.  If the Board votes to approve the proposed agreement, the Chairman should be authorized to sign it.
