Budget Amendment to Provide Funding for Housing Specialist Position to Fulfill State Housing Initiative Partnership Program Requirements for Housing and Supportive Services

BRIEF OVERVIEW
Housing and Supportive Services assumed responsibility of the State Housing Initiative Partnership Program April 2024. Under this program, Hernando County receives an annual disbursement to fund approved housing activities of the program. According to Florida Administrative Code, FAC 67-37.007, funds received must be spent within twenty-four months from the end of the applicable State fiscal year. Extensions have been granted from Florida Housing Finance Corporation to expend funds from FY 2021, FY2022, FY2023 and housing rehabilitation and construction activities have increased to meet the requirements of the program. FY 2021 requirements have been met; however, the budget needs to be realigned to accommodate additional housing expenses to meet the timeframes of the program for FY2022 and FY2023.
The Board also approved a Housing Specialist position to help administer the program for FY 2025.
FINANCIAL IMPACT
Funds to cover the position cost and increased housing activities are available, upon approval of the attached budget amendment, using budget reserves for contingency from:
Fund: 1271 - St Housing Init Prtnrship, Department: 35051 - SHIP Grant-Housing Auth, Account: 5909910 - Contr srv-SHIP Admin Chr.
Upon approval of the attached budget amendment (BA), funding will be available in:
Fund: 1271- St Housing Init PRTNRSHP; Department: 35051 - SHIP Grant-Housing Auth, Accounts: Numerous - (attached BA), in the associated personnel and operating expense accounts aligned with the program.
