BRIEF OVERVIEW
On August 1, 2024, Joseph Hodges sent an email to the BOCC in which he requested the release of four Civil Restitution Liens, to wit:

1. State v. Amber Michelle Rivenbark, Case No.: 2011-CF-001668, in the amount of $15,000.00, pursuant to the Civil Restitution Lien Order rendered in this Court on August 27, 2014, and recorded at Book 3124, Page 1835, of the Official Records of Hernando County, Florida; and,

2. State v. Amber Michelle Rivenbark, Case No.: 2015-CT-001176, in the amount of $100.00, pursuant to the Civil Restitution Lien Order rendered in this Court on September 24, 2015, and recorded at Book 3288, Page 198, of the Official Records of Hernando County, Florida; and,

3. State v. Amber Michelle Rivenbark, Case No.: 2016-MM-001364, in the amount of $150.00, pursuant to the Civil Restitution Lien Order rendered in this Court on July 11, 2016, and recorded at Book 3377, Page 989, of the Official Records of Hernando County, Florida.

4. State v. Nicole Leone McCall Case No 2016-CF-001947, in the amount of $17,950.00, pursuant to the Civil Restitution Lien Order rendered in this Court on January 21, 2017, and recorded at Book 3433, Page 1124, of the Official Records of Hernando County, Florida.

Ms. Rivenbark and Ms. McCall are Mr. Hodges' nieces. The Civil Restitution Liens, however, are encumbering 24434 Lonesome Road, Brooksville, a parcel of unimproved land owned by their uncle. Mr. Hodges is planning to build a home on the parcel but is unable to obtain financing due to the Civil Restitution Liens.

The County cannot release the Civil Restitution Liens, as they remain unpaid. To resolve the situation, Mr. Hodges is requesting that the Civil Restitution Liens be released from his parcel to allow for him to obtain a mortgage but remain as liens against any other real or personal ...
