Discussion Regarding Submittal of Proposed Maximum Millage Rates to Property Appraiser for FY 2025-2026

BRIEF OVERVIEW
As per Florida Statutes, Chapter 200, Determination of Millage which governs Truth in Millage (TRIM) Compliance, the Board (Taxing Authority) has until August 4, 2025, to certify form DR-420 and DR-420MMP. The Board is also required to provide notification to the Property Appraiser (PA) of the proposed maximum millage rates and the date, time, and place of the First Public Hearing so that they can be included on the TRIM notice.
By setting the maximum millage, the Board can subsequently lower the millage rates, but may not raise them.
FINANCIAL IMPACT
There is no direct financial impact from setting the maximum millage rate; however, the applicable budgets would be impacted by any change in the final adopted millage rate. This isn’t adopting the millage, but it is setting the maximum millage rate available to adopt and what is approved at this meeting will show up on the TRIM notice.

RECOMMENDATION
It is recommended that the Board discuss the maximum millage rates and direct staff to certify the DR-420 and DR-420MMP prior to August 4, 2025, and notify the Property Appraiser of the date for the first public hearing as Thursday, September 11, 2025, at 5:01 p.m., in the John Law Ayers Commission Chambers, Room 160 20 North Main Street, Brooksville, FL 34601.
