Resolution Amending Planning and Zoning Department’s Fee Schedule

BRIEF OVERVIEW
With the Tyler Enterprise Permitting & Licensing software implementation and the Board’s recent interest in exploring alternate revenue sources, the Planning & Zoning Department performed a recent evaluation that determined that the Planning & Zoning fee schedule, adopted in 2016, recovers only a limited portion of operational costs. Since its adoption, inflation, evolving statutory requirements, and increased development activity have substantially expanded the resources required to deliver these services.
A comparative review of peer jurisdictions, including Pasco, Citrus, Sumter, Levy, and Pinellas Counties, indicates that the County’s fees are not fully aligned with prevailing regional practices. Revising the fee schedule will support equitable cost allocation, improve cost recovery, and maintain service quality.
FINANCIAL IMPACT
It is anticipated that the updated fees will increase revenue to offset the increased costs of providing these services.

It is recommended the Board adopt and authorize the Chairman’s signature on the attached proposed resolution to amend the Planning & Zoning Fee Schedule.
