Letter to U.S. Department of Housing and Urban Development Regarding Community Development Block Grant Program Urban County Requalification for FY 2026-2028

BRIEF OVERVIEW
Hernando County received notification from the U.S. Department of Housing and Urban Development (HUD) informing the County of latest Community Planning and Development (CPD) Notice for 2026 Urban County Community Development Block Grant (CDBG) Requalification period.
Hernando County staff invited the City of Brooksville to participate in the Urban County CDBG Qualification process for FY2026-2028 and the City declined to do so. Copies of this correspondence are attached. As a result of the City not participating, there is no need for Cooperation Agreements, Joint Agreements, County Counsel Legal Opinion Letters and related authorizations.
Staff hereby presents the U.S Department of Housing and Development’s Hernando County’s Requalification Packet for review and approval. Hernando County is expected to receive notice that it has officially qualified as an Urban County for FYs 27-29 no later than September 29, 2026.

recommendation
RECOMMENDATION
Staff recommend that the Board approve Hernando County’s participation in the FY 2026-28 Urban County Re-Qualification Process for the Community Development Block Grant for FYs 2027-2029 and authorize the Chairman’s signature on the attached letter.
