BRIEF OVERVIEW
At the December 15, 2020, Board meeting, Doc ID No. 17749, the Board approved the Chief Procurement Officer (CPO) to approve purchases for library materials and electronic resources, including those in excess of $35,000, from Baker & Taylor Inc., Midwest Tape, Brodart, Bibliotheca, LLC, OverDrive, LexisNexis, and Ebsco Industries, on an ongoing basis, and to waive the requirement of obtaining additional Board approval, provided that the expenditure is within the approved department budget for that Fiscal Year.
On November 19, 2025, Hernando County Library Department submitted a request to the Procurement Department to utilize Amazon for the purchase of library materials due to the closure of Baker & Taylor.
These purchases are exempt from competitive solicitation in accordance with Hernando County Procurement Policy Manual section 3.D, for procurement exclusions related to subscriptions for periodicals, books and publications and copyrighted materials.
The CPO has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

Funding is available in the following: Fund: 0011 - General Fund, Department:37034 - Library State Aid, Account: 5606601 - Lib Books, Publications

recommendation
RECOMMENDATION
It is recommended that the Board approve Fiscal Year 26 Purchase Order issuance for up to $100,000.00 for the purchase of Books through Amazon.
It is further recommended that the Board authorize the CPO to approve change orders up to budgeted amount.
