BRIEF OVERVIEW
The Florida Department of Environmental Protection (FDEP) is the primary regulatory authority for construction and demolition (C&D) debris landfills within the State of Florida. The Hernando County Zoning Appendix A, Article IV, Section 11 (PSF Public Service Facility Overlay District), Subsection 5 imposes additional local regulations and inspection requirements.
The proposed amendment seeks to reduce these additional regulations and the economic impact on businesses by eliminating the requirement for financial assurance and regulatory fees. The amendment maintains critical oversight requirements for record keeping and compliance inspections to ensure compliance with FDEP and County standards.
FINANCIAL IMPACT
If approved, Solid Waste Department revenue will decrease approximately $20,000 due to the elimination of financial assurance and regulatory fees.

It is recommended that the Board hold a public hearing and approve and authorize the Chairman’s signature on the attached Ordinance amending Hernando County Zoning Appendix A, Article IV, Section 11 (PSF Public Service Facility Overlay District), Subsection 5.
