BRIEF OVERVIEW
On May 14, 2019, the Board awarded Contract No. 18-R00129/PH to HDR Engineering, Inc., as the top-ranked firm for Engineering Services for the Landfill Cell 4 Expansion Project.
The project is being implemented in three (3) phases:
• Phase One (1) - Site Master Planning Update and Conceptual Design (Completed)
• Phase Two (2) - Detailed Design and Permitting (Pending Completion)
• Phase Three (3) - Construction Phase Services.
Phase I was approved with the initial contract (Document ID 15656-A).
Phase II was approved the at the January 26, 2021, Board meeting (Document ID No. 17853).
Because the specific improvements to be designed and constructed had not been fully defined, only Phase One (1) work was initially identified in detail and approved by the Board at the May 14, 2019, meeting. HDR Engineering, Inc., has completed Phase One (1) of the project and is prepared to complete Phase Two (2). At this time Phase Three (3) is ready to be implemented.
FINANCIAL IMPACT
Funds in the amount of $1,437,429 are available in Account No. 4421-07701-5666572, CIP NNW Cell #4.

RECOMMENDATION
It is recommended that the Board approve Phase Three (3) of Contract No. 18-R00129/PH to HDR Engineering, Inc., of Tampa, Florida in the amount of $1,437,429.00. The term of the contract is for seventeen (17) months from Notice to Proceed or through construction completion, whichever is greater. It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders as they become necessary, within budget.
