Ratification of Termination of Interlocal Agreement With Hillsborough Transit Authority for Regional Revenue Collection and Inter-Jurisdictional Mobility Project a/k/a Flamingo Smartcard

BRIEF OVERVIEW
In 2017, Hernando County entered into an interlocal agreement with Hillsborough Area Regional Transit Authority (HART) for the Regional Revenue Collection and Inter-Jurisdictional Mobility Project to enhance the mobility of passengers between the respective transit systems of the participating project areas of Hillsborough, Pinellas, Pasco, and Hernando Counties by creating an electronic fare-payment system named Flamingo. Pasco County has since pulled out of the program, thereby creating a break in the route so Hernando County patrons can no longer board a bus here and get to Hillsborough or Pinellas solely utilizing Flamingo fares. For that reason, on June 8, 2023, a notice of termination dated June 2, 2023, was emailed to HART.
On August 8, 2023, the Board authorized participating in an electronic app called Token Transit for the collection of transit fares.

The Board has the authority to act on this matter pursuant to Chapter 125, Florida Statutes.
recommendation
RECOMMENDATION
It is recommended that the Board ratify the termination of the interlocal agreement between HART and Hernando County pursuant to Staff’s letter dated June 2, 2023. Pursuant to the agreement, participation in the Flamingo Fare-Payment System will end on August 31, 2023.
