Discussion Regarding House Bill 399 Amending Land Use and Development Regulations

BRIEF OVERVIEW
HB 399 was signed into law by the Governor on March 27, 2026. This bill included provisions addressing the following:
• Permit Fees
• Public School Interlocal Agreements
• Large Destination Resorts
• Compatibility Standards within the Comprehensive Plan
• Compost Facility Permits
• Manufactured Home placement within RV parks and mobile home communities
• Equal Treatment of manufactured homes in site-built communities and zoning districts
A summary of this language and “plain language” interpretation of the entire bill is attached for discussion. In addition, a discussion specifically related to the manufactured home requirement has been included.
