Locally Funded Agreement and Three-Party Escrow Agreement With Department of Transportation for Shoal Line Boulevard From Jewfish Drive to Calienta Street South and Associated Resolution

BRIEF OVERVIEW
On February 28, 2023, the Board of County Commissioners approved an application to the Florida Department of Transportation Rural Roadway Assistance Consolidated Funding Small County Outreach Program (SCOP) for the resurfacing of Shoal Line Boulevard from Jewfish Drive to Calienta Street South and authorized the Public Works Director/County Engineer to execute and submit the grant application electronically.
The Florida Department of Transportation (FDOT) has requested that Hernando County participate in a Locally Funded Agreement (LFA) for a project known as the Shoal Line Boulevard from Jewfish Drive to Calienta Street South Project. This project is included in FDOT's Five-Year adopted Work Program as Financial Project Number (FPN) 452889-1-52/62-01.
A LFA project is legally binding, between FDOT and one or more parties, which provides for the rendering of services and/or commodities, involving joint efforts and/or funding and are mutually beneficial to all parties.
The FDOT and County have determined that it would be in the best interest of the general public and to the economic advantage of both parties to coordinate and cooperate in their efforts to facilitate development of the project.
The FDOT has agreed to mill and repave Shoal Line Boulevard from Jewfish Drive to Calienta Street South, adding a safety edge during the paving work. The Project will include thermoplastic striping and audible and vibratory treatments. The County would agree to deposit funds with the Department of Financial Services in the amount of $556,232.00 (30%) for construction of the project. The estimated cost that the FDOT will incur for this project is $1,273,035.00 (70%) for a total amount of $1,829,267.00.
