Acceptance of Local Assistance and Tribal Consistency Fund Grant Award Through American Rescue Plan Act (ARPA) From US Department of Treasury and Associated Budget Resolution

BRIEF OVERVIEW
On September 29, 2022, the U.S. Department of the Treasury began releasing the first round of Local Assistance and Tribal Consistency Fund (LATCF) payments, providing $1.5 billion to 2,086 “eligible revenue sharing counties” under the American Rescue Plan Act. These are predominantly counties with federal public lands.
Hernando County has been allocated $50,000 per year for 2022 and 2023 through the Local Assistance and Tribal Consistency fund (federal award). Funds can be used for any governmental purpose other than lobbying activity. Funds are available until expended or returned to treasury.
On May 11, 2021, the Board gave verbal approval for Jeff Rogers to sign and accept the U.S. Department of the Treasury American Rescue Plan funding agreement and authorize the Department of the Treasury to make payments according to Hernando County's allocation.
On November 11, 2022, Hernando County received the first-year allocation in the amount of $50,000.00.
FINANCIAL IMPACT
The FY 2022 grant amount is $50,000. A budget resolution is attached for Revenue Account 0011-31089-3311001; Expenditure Account 0011-31089-5808201.

RECOMMENDATION
It is recommended that the Board advise funding use, accept and approve the attached American Rescue Plan Treasury Local Assistance and Tribal Consistency Fund Award Terms and Conditions and approve and authorize the Chairman’s signature on the attached associated budget resolution.
