Request for Cyber Security Products From Hernando County Sheriff’s Office and Associated Budget Amendment

BRIEF OVERVIEW
In light of the increasing sophistication and frequency of cyber threats, a budget amendment is proposed to allocate additional funds for the procurement of cybersecurity products. Per a recent SANS Institute article, the reported incidents of ransomware increased 73% from 2022 to 2023. Ransomware events have also affected several Florida government agencies in 2024. This request aims to enhance robust 24x7 monitoring and logging capabilities, which are critical for the timely detection and response to potential security breaches. Some of the proposed items include additional network scanning that will be monitored by trained professionals and upgrading agency network equipment to provide greater visibility to the agency equipment.
FINANCIAL IMPACT
A budget amendment is requested to increase the FY2024 budget for the Sheriff’s Office by $850,000 to provide funding for additional cybersecurity for the services provided to Hernando County and its citizens.

The Board has the authority to take action pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended that the Board approve the attached budget amendment prepared by the Office of Management and Budget authorizing funds to be added to the Sheriff’s FY2024 budget.
