Research and Technical Assistance Master Agreement With The University of South Florida Board of Trustees (USF) for Center for Urban Transportation Research and Developmental Studies

BRIEF OVERVIEW
Mass Transit Division is seeking approval for a research and technical assistance agreement with the University of South Florida Board of Trustees (“USF”) to obtain Professional Services towards developing and assisting in implementing strategies to meet current and long-term operations, architecture, business, civil and environmental engineering, funding and financing, land use and urban design, mobility solutions, planning, project development, public engagement technology advancements, and geographic information systems.
Center for Urban Transportation Research (CUTR) has specific legislation in Florida Statutes 334.065 that allows Government agencies to enter into an agreement without following the normal procurement process, also F.S. 287.057 Procurement of commodities or contractual services addresses this.
This agreement allows for various projects as required with scope and pricing to be negotiated later and throughout the agreement.
FINANCIAL IMPACT
Funds are available in multiple Federal Grants for Professional Services.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson's signature on the attached Research and Technical Assistance Master Agreement for professional services with The University of South Florida Board of Trustees and authorize the Chief Procurement Officer to approve associated work orders not to exceed the individual amount of $50,000 and up to a total contract value of $300,000.
