BRIEF OVERVIEW
On May 13, 2026, Hernando County Solid Waste requested the Procurement Department to enter into a Sole Source contract with LSC Environmental Products, LLC for the Posi-Shell Daily Landfill Cover based upon LSC’s product and method patents.
Hernando County Solid Waste is required to cover all disposed waste at the end of daily operations and federal and state regulations allow approved alternative daily cover materials to be used in place of earthen materials to extend the life of landfill cells.
LSC Environmental Products, LLC holds United States Patent Nos. 7,544,243 and 8,029.616-B2 covering the proprietary formulations and methods unique to Posi-Shell Environmental Coatings. This request will allow the county to continue services previously provided under Contract No. 18-TS0023 which expired on July 8, 2025.
The Procurement Department posted a Notice of Intended Sole Source to LSC Environmental Products on July 1, 2026, with the last date of challenges being July 20, 2026. As of July 20, 2026, the Procurement Department did not receive any challenges. The Hernando County Solid Waste Department is requesting approval for a three (3) year term contract with two (2) one-year renewals.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
