BRIEF OVERVIEW
The Procurement Department issued Request for Proposals (RFP) No. 26-RFP01213/JG on April 15, 2026, at the request of the Hernando County Public Works Department. The RFP was designed to replace six (6) previously individually bid mowing contracts.
The Procurement Department placed the legal advertisement in the Tampa Bay Times on April 19, 2026, and the OpenGov website on April 15, 2026. The solicitation was sent out to four thousand and fifty-four (4,054) matching vendor/contractors from the website. The solicitation document was downloaded by seventy-five (75) vendors/contractors, and nine (9) submissions were received.
The Procurement Department reviewed and evaluated submissions to determine if submissions were responsive and responsible. The Procurement Selection Committee (PSC) met on June 24, 2026, to evaluate the proposals. The committee included Stephen Stack, Assistant Public Works Director; Nicholas Babino, Contract and Training Coordinator; Arthur Lozano, Field Supervisor; Scott Callari, Permit Tech; and Kyle Boehm, Roads Supervisor.
The Request for Proposal evaluation instructions allowed the PSC to award multiple vendors whose proposals were determined to be the most advantageous to the County, taking into consideration price and other evaluation factors. The Zones below were awarded as two (2) zones for each of the top three (3) proposers. The awarded Zones were grouped by like services and were assigned based on volume of work.
