BRIEF OVERVIEW
Experimental Aircraft Association (EAA) Chapter 1298 is a group of aviation enthusiasts who promote continuing aviation education and safety, and foster community involvement through the organization of airport events. On April 8, 2025, staff presented Agenda Item No. 15701 to the Board of County Commissioners concerning EAA's future options at Brooksville-Tampa Bay Regional Airport (BKV) as we make way for growth and improvements on the airfield. Their present corporate hangar lease expires in June 2026 and cannot be renewed as it will be demolished as part of American Aviation's planned expansion of operations at BKV.
Staff recognizes EAA's contributions over the years and will work with them to find a suitable location to continue their work. As current tenants, they will have the right of first refusal on the next available hangar. EAA has been a beneficiary of a below-market rate for the past 17 years; hence, it is recommended, should an appropriate facility become available, that their new lease commence at the market rate in effect at that time. They currently pay $600/month.
Chairman Brian Hawkins received the attached letter from Michael Umstead, President of EAA Chapter 1298, requesting a fifty percent reduction in lease rate in anticipation of the future availability of a large t-hangar. The current lease rate for a large t-hangar is $939.14. The requested reduced rate would therefore be $469.57 and would require a new lease agreement. There are five (5) other potential tenants on the waitlist for a large hangar.
FINANCIAL IMPACT
The reduction, if approved, would amount to a minimum of $5,634.84 revenue loss to the airport per year for the term of the lease.
