Resolution to Adopt Special Assessment Rate for Rainbow Woods Traffic Calming Municipal Service Benefit Unit

body
BRIEF OVERVIEW
Pursuant to Florida Statutes, Sections 125.01 and 197.3632, an application was received from the Rainbow Woods Homeowners Association requesting the creation of a Municipal Service Benefit Unit (MSBU) to provide traffic calming measures along Augustine Road and levying an assessment to benefiting property owners. The Board adopted Ordinance 2025-10 on August 26, 2025, creating the Rainbow Woods Traffic Calming MSBU.

Final construction of the speed tables was completed in January 2026 in the amount of $30,000.00. It was inspected on January 7, 2026, and was found in compliance with the design. Property owners are also responsible for the engineering design, permitting and inspection costs of $3,000.00 (which is capped at 10% of construction costs), as well as administrative overhead of $8,600.00. The assessment methodology is based on an equal per lot assessment. The boundaries consist of one hundred and sixty-eight (168) assessable units.

Based on the property owners' cost, the total up-front budget is $41,600.00, creating a one-time assessment of $236.00 per unit if paid (or post-marked) by June 11, 2026. Assessments not received by the deadline will automatically be placed on the annual tax roll for collection creating an annualized budget of $21,840.00 per year for two (2) years and a per unit assessment of $130.00 per unit.
