BRIEF OVERVIEW

The Comprehensive Emergency Management Plan (CEMP) establishes the framework for coordinated preparedness, response, recovery, and mitigation activities for disasters and emergencies affecting the county. The CEMP is developed in accordance with Chapter 252, Florida Statutes as well as Florida Administrative Code requirements, and is consistent with the State of Florida CEMP.

 

The CEMP defines roles and responsibilities of county departments, constitutional officers, municipalities, partner agencies, and volunteer organizations. It addresses all hazards, including natural, technological, and human-caused incidents, and supports the National Incident Management System (NIMS).

 

The plan has been reviewed and updated to reflect current organizational structures, operational procedures, and best practices, and has been coordinated with municipal and partner agencies as required.

 

FINANCIAL IMPACT

There is no fiscal impact associated with the adoption of the CEMP. Implementation activities are conducted within existing departmental resources and budgets.

 

LEGAL NOTE

The Board is authorized to act on this matter pursuant to Chapter 252, Florida Statutes and Rule 27P-6 of the Florida Administrative Code.

RECOMMENDATION

It is recommended that the Board approve the 2025 5-Year Update of the Comprehensive Emergency Management Plan by enacting the attached resolution, and furthermore, authorize the County Administrator and Emergency Management Director to implement and maintain the plan, including future non-substantive updates as required for compliance.
