BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 25-CG00235/JG on December 31, 2024, at the request of the Hernando County Public Works and Utilities Departments, to obtain bids for drainage infrastructure improvements and the construction of stormwater treatment systems, utility upgrades, underground utility work and road widening.

The Procurement Department placed the legal advertisement in the Hernando Sun on January 3, 2025, and the OpenGov website on December 31, 2024. The bid was sent to three thousand five hundred one (3,501) matching vendor/contractors from the eProcurement portal. The bid document was downloaded by forty-eight (48) vendor/contractors and two (2) submissions were received.

1. DB Civil Construction, LLC $5,468,976*
2. RCS Construction Company of Central Florida, Inc. $6,277,366

Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Department of Public Works and the Utilities Department staff for award recommendation based on price, conformance with specifications and the Bidder's ability to perform the contract in accordance with the terms, conditions and specifications required.

A Notice of Intent to Award the contract to DB Civil Construction, LLC dated March 18, 2025, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. No challenges to the Notice of Intent to Award were received.
